No person shall dig, remove, or carry away, or cause to be dug, removed, or carried away, any stone, earth, sand, or gravel from any street, alley, or public ground, or remove, injure, deface, or destroy the pavement of any street or alley or public ground for any purpose whatever, except the same be done under the supervision of the Mayor.
