905.06 OPENING PERMIT.
   (a)   Opening Permit Required. No person, other than the Mayor or other authorized employee of the City, shall make any opening in any street, alley, or public property of the City unless a permit to make such opening shall have been obtained prior to commencement of the work, as herein provided.
   (b)   Application and Cash Deposit. Application for the permit required by subsection (a) hereof shall be made on a form, giving such facts concerning the opening as required by the Mayor and shall be confined to a single project. The permit shall be issued by the Mayor after a cash deposit sufficient to cover the cost of restoration has been posted with the Treasurer.
   (c)   Permit To Be Exhibited On Demand. Any person, partnership or corporation or the agent of any person, partnership or corporation who shall be engaged in disturbing the pavement of, or breaking into, or excavating in the streets, public ways and public grounds shall, on demand, exhibit to the Mayor, or authorized employee of the City, or any police officer, the written permit provided for, and the neglect or refusal of any such person, partnership or corporation , or the agent of any such person, partnership or corporation to so exhibit such written permit on demand being made therefor, shall subject such person, partnership or corporation and such agent thereof to the penalties provided herein.
