(a) Any person, partnership, corporation, or any other lawful entity desiring to open any street or other public right-of-way within the City, shall make application to the Service-Safety Director.
(b) Prior to written authorization to be issued to such applicant by the Service-Safety Director, such applicant shall deposit security sufficient in amount to insure proper restoration.
(c) Sufficient security to insure proper restoration is hereby determined to be:
(1) Ten dollars ($10.00) per linear foot for Portland cement concrete and asphalt concrete pavements.
(2) Six dollars ($6.00) per linear foot for gravel and seal coat pavements.
(3) Six dollars ($6.00) per linear foot for any type of material not enumerated heretofore in subsection (a) and (b) hereof.
(d) Any such security deposit shall be retained a minimum of six months by the Service-Safety Director for the purpose of maintaining such restoration.
(e) Upon written approval of the Service-Safety Director that the restoration is proper, the security deposit or a proper proportion thereof shall be returned to the applicant.
