Council may by motion direct the Service-Safety Director to issue a temporary outdoor amusement permit without the payment of the fee or the posting of a bond or the providing of an insurance policy when, in the opinion of Council based upon evidence presented that such are unnecessary to protect the City or its residents because of the limited size of the crowd anticipated in attendance or the location of the temporary outdoor amusement or other factors, the provisions of this chapter are not needed to protect the public welfare.
