As a condition of the issuing of a permit, the operator shall deposit with the Service-Safety Director a certificate showing that there is in full force and effect a policy of liability insurance with limits of at least one million dollars ($1,000,000) in the aggregate to protect and indemnify persons participating in or attending the temporary outdoor amusement from bodily injury or death. The City of Ontario, Ohio shall be listed as a additional insured under such policy.
