In addition to such fee, the operator shall post with this City a surety bond issued by a company licensed to write such bonds within this State or cash or a certified or official bank check payable to the City of Ontario in the sum of five thousand dollars ($5,000) to provide for the payment of expenses incurred by the City by reason of the holding of the temporary outdoor amusement. Such expenses shall include police salaries and use of equipment for traffic and crowd control produced by the amusement, street department personnel, or other City employees needed to clean up litter created by the temporary outdoor amusement and other expenses reasonably incurred by the City in the supervision of the temporary outdoor amusement. In the event such expenses are incurred, the City shall have the right to recover from the bond or other security such expenses as are reasonably incurred and return the balance of any funds held to the applicant.
