(a) No person shall blast or carry on any blasting operations within the Municipality without first having obtained a permit from the Chiefs of the Departments of Fire and Police or their authorized assistants. The applicant for such permit shall file with the Clerk a bond deemed adequate in each case by the Police Chief or his assistant, and approved by the Law Director or his duly authorized assistant which bond shall become available in the payment of any damages arising from the neglect of the contractor or his agent or employees. No permit shall be issued for blasting in connection with any improvement being made in the streets of the Municipality unless written authority therefor is obtained from the Police Chief.
(b) Whoever violates this section shall be guilty of a minor misdemeanor.
