(a) This chapter shall be liberally construed and applied to promote its purposes and policies.
(b) This chapter shall apply to all multifamily dwellings located in the City:
(1) Which are developed as conversion condominium developments;
(2) Which consist of two or more residential units; and
(3) In which the developer has not, on the effective date of this chapter (Ordinance 79-82, passed December 11, 1979) commenced a public and common promotional plan for the sale of condominium units therein.
(c) This chapter shall not apply to the resale of condominium units other than the resale of condominium units by the developer.
(d) This chapter, with the exception of Section 1479.06(k), shall not apply to, nor be enforceable against, any party to a sale of a unit other than the developer, nor shall any violation or noncompliance, by the developer, of or with any of the provisions of this chapter operate to impose, either directly or indirectly, any civil or criminal liability upon any such other party, including title insurance companies, mortgagees, escrow agents, attorneys and real estate brokers other than those directly employed by the developer.
