(a) The Building, Housing and Zoning Administrator with the advice of the Police Department and the Mayor/Safety Director, shall have the authority to promulgate any rules and regulations to enforce this Chapter.
(b) In the event that the State or Federal Government promulgates cleanup guidelines that are more stringent than or that pre-empt local regulation, its cleanup guidelines shall prevail.
