No permit, license or other certification of compliance with this chapter shall constitute a defense against any violation of a provision of this chapter or of any other ordinance of the City applicable to any structure or premises, nor shall any of the provisions of this chapter relieve any owner, operator or occupant from complying with such provisions, nor any official of the City from enforcing any of such provisions.
