(a) Title. This chapter shall be known as the Exterior Property Maintenance Code of the City.
(b) Purpose. The purposes of this chapter are to protect the public health, safety, morals, welfare and sanitation by establishing minimum standards governing the maintenance and condition of residential and nonresidential premises; to fix certain responsibilities and duties upon owners and operators; and to fix penalties for the violation of any of the provisions of this chapter.
