No vehicle for which a house moving permit is required shall be parked at any time on a public roadway within the City nor off the street in such a position that the roadway or any portion of the roadway is blocked, except in an emergency situation in which such condition is unavoidable, in which case not less than three burning flares shall be placed on the roadway in either direction from the structure, at distances of fifty, 100 and 300 feet, which flares shall be kept in place and burning for so long as the emergency condition exists. Red lights shall also be displayed during the night on every side of the building while it is standing in such position in such manner as to warn the public of the obstruction. The person in charge of the moving operation shall take any and all steps necessary to remove the structure from the roadway or from its position off the roadway in which it blocks the roadway at the earliest possible time.
