As used in this chapter “usable temporary driveway” is to be defined in the ordinary sense of the separate words employed. The purposes of this chapter are to prevent destruction of road berms, to prevent carrying of soil upon roadways, to keep and maintain roadside drainage and generally to avoid nuisances otherwise created.
