(a) For all work requiring approval according to the City's Building and Zoning Codes, no person shall commence or proceed with the erection, construction, alteration or repair of any building, structure or property or any part thereof in the City, without first obtaining a permit therefore from the Building, Housing and Zoning Administrator, which permit may be issued to the owner or his agent. Contractors performing construction work for remuneration shall warrant full compliance with all applicable ordinances. Fees for such permits shall be as provided in Section 1448.03.
(b) Application for such permit shall be made to the Administrator by the owner or his agent or architect on blanks furnished by the Administrator. Such application shall set forth the estimated cost of such construction and the purpose of such proposed work.
(c) The Administrator shall keep or cause to be kept in a proper system, records of the location and character of every building for which a permit is issued.
(d) Buildings and properties shall comply with ordinances of the City regulating the construction, with all local ordinances, with the Ohio Building Code and with the Residential Code of Ohio, insofar as the same have any application for which the permit is issued.
