Any person who is aggrieved by a decision of the Architectural Board of Review may, within thirty days after such decision is rendered, appeal to Council. The Board shall provide Council with reasons for their decision and for denials, what changes to the application may result in approval. After reviewing the Board's decision, Council may reverse or modify the decision by a vote of a two-thirds majority of members elected to Council.
