1444.07 REGULAR AND EMERGENCY MAINTENANCE.
   (a)   The owner of a designated landmark or of any structure within an Historic District, whether such structure is inhabited or vacant, shall provide sufficient maintenance and upkeep for such structure to insure its perpetuation and to prevent its destruction by deterioration.
   (b)   The Board may, on its own initiative, file a petition with the Building, Housing and Zoning Administrator requesting that the Administrator proceed to take action against any owner who, in the opinion of the Board, is in violation of subsection (a) hereof.
   (c)   Nothing in this chapter shall be construed to prevent the delay of reconstruction, alteration or demolition of a structure or feature that has been ordered by the Building, Housing and Zoning Administrator upon certification of an unsafe condition constituting an emergency.
The Administrator shall, however, insofar as emergency conditions permit, contact the Chairperson of the Board for information and guidance prior to making any emergency decision.
   (d)   Nothing in this chapter shall be construed to prevent or regulate routine maintenance activities that do not require an alteration in appearance.
