In the case of a violation of Section 660.21 (Weeds) or Chapter 1474 of the Codified Ordinances regarding weeds, lawns, and such exterior portions of property, the violation thereof hereby being declared to be a public nuisance, and which violation causes the use of City personnel and City equipment to abate any such nuisance as provided therein, the labor performed by the City personnel and the equipment used therefor shall be charged according to the following rates:
(a) The charge for the use of City personnel and City equipment to perform the necessary mowing functions shall be as set forth in Section 1068.01 for the use of City equipment and City personnel.
(b) Should it be necessary to prepare any such property to bring it to a mowable condition, (at which point the rate in subsection (a) hereof would become applicable) the rates for City personnel and City equipment shall be as specified in Section 1068.01.
