No person shall remove, reform or renovate, or so attempt, any vegetation or property, whether natural or man-made, which is contained in any of the parks in the City, without written permmsion from the Parks and Recreation Board.
Any enhancement or beautification shall be done only in areas set forth on a map prepared by the Parks and Recreation Board, which is kept on file at City Hall.
