(a) For solid waste collection and disposal, the City shall charge to each dwelling unit within the Municipality a monthly rate to be paid by the owner of said property. Such rate shall be set by Council by Resolution each year. The Council shall review the monthly rate to be paid by the owner(s) of a residential dwelling within the municipality on a yearly basis to determine the amount of the fee for the ensuing year.
(b) A dwelling unit is defined in Section 1204.03(44) of these Codified Ordinances.
(c) At the direction of Council by Resolution, the City may assess the costs and expense of solid waste collection within the City, on each dwelling unit defined in subsection (b) herein, by certifying the amounts to the County Fiscal Officer for collection with other City taxes.
(d) The waste collection fee so assessed through the residential tax duplicate shall be reimbursed to the City by the County Fiscal Officer, and shall be credited to the City of Olmsted Falls.
(e) The Finance Director is hereby authorized and directed to send to the Office of the County Fiscal Officer certified copies of this Ordinance in such numbers as are required.
