No person shall discharge, or permit or cause to be discharged, sewage or the overflow, drainage or contents of a waste water treatment plant onto the surface of the ground or into any street, road, alley, storm sewer, drainage ditch or watercourse except in the manner provided by the Ohio Environmental Protection Agency.
