(a) Whenever an ordinance of the City establishes charges for the operation of a sewage collection, pumping or treatment facility to be billed by the City for direct payment by the owner of the lot or user of the system, such charges shall reflect a discount from the normal rate, which would otherwise be applicable, based on savings to the City as a result of being able to bill directly and collect, as opposed to assessing.

(b) Whenever a charge for such sewage collection, pumping and treatment becomes due, is billed and is not paid within thirty days after its normal due date, the Finance Commissioner, in addition to any other action, shall notify the owner or user prior to August 1 of each year of the charges which are overdue and of the fact that if not so paid, an amount of ten dollars ($10.00) per month shall be added to such charges and assessed, to reflect the loss of discount for prepayment. If, on August 1, the bill remains unpaid, the full charge, including the extra ten dollars ($10.00) per month, shall be certified to the County Auditor and the County Treasurer as due and payable from the owner or user and shall be collected in the same manner as other City taxes upon the tax duplicate. The Director of Finance shall furnish to the Auditor and Treasurer such other and further information as is necessary to permit identification of the property against which the sewer maintenance charge assessment has been made and remains unpaid. (c) The Director shall cause to be published once in a newspaper of general circulation in the City a list of such assessments that have been levied and are payable, as provided in this section, and referring to the numbers of this section (Ordinance 32-78, passed May 9, 1978) and the ordinance under which the basic charge is made. A list showing the nature of each property assessed, its location and area and the amount of the charge, in accordance with the schedule of charges set forth in the ordinance under which such charge is being levied, shall be kept on file in the office of the Director for inspection by any interested person.
