1030.01 PERMIT REQUIRED.
   (a)   No person shall plant, perform certain kinds of maintenance or remove any tree or shrub in any street or on any public property owned by the City without first obtaining a permit therefor, in writing, from the Shade Tree Commission. The kinds of maintenance hereby regulated shall include, but not be limited to, pruning, spraying, fertilizing and bracing.
   (b)   Such permit shall specify the number, size, type, species and location of trees or shrubs to be planted, maintained or removed, and shall state the date upon which the permit expires.
   (c)   An application for such a permit shall be made to the Maintenance Supervisor or to a designated member of the Commission who shall issue or, if the work proposed does not meet the guidelines established by the Commission, deny, a permit within ten days of receipt of such application.
   
   (d)   The work proposed shall be completed in the time allowed and in the manner described in the permit. The Maintenance Supervisor or a designated member of the Commission shall conduct an inspection within thirty days of the time allowed to perform the work to determine if the work was performed in the manner proposed, and may order corrective measures if the work was not performed in the manner proposed. The permit shall be void if its terms are violated.
   (e)   If the Service Department of the City is the applicant, the permit shall be issued by, the notice of completion shall be given to, and the inspection shall be conducted by, a designated member of the Commission.
