The intersection of any railroad grade crossing in the City and the sidewalks on both sides thereof and the approaches thereto shall be constructed and maintained in the following manner:
(a) The tops of the rails of such tracks shall be level.
(b) The roadbed in such intersections and the approaches thereto shall be maintained at the existing level and width of such roadbed outside the intersections.
(c) The sidewalks within the intersections shall be maintained at the same level and width of the existing sidewalks adjacent to the intersections.
(d) The surface of the roadbed and of the sidewalks within the intersections shall be at the same level as the top of the rails or within one-half inch thereof.
(e) Alterations in the grade may be permitted to meet existing road conditions upon submission of plans and specifications to Council and approval thereof by Council with respect to such alterations.
(f) The roadbed of each of such crossings shall be constructed of the same material within the intersection as the roadbed immediately outside of the intersection. The sidewalks within such intersection shall be constructed of the same materials as the sidewalks outside the intersections, provided that concrete may be substituted for stone.
