The following tabulation hereby tentatively fixes the City rights of way and the respective classes thereof which are contemplated for consideration by Council according to the provisions hereof. Point is made of the fact that the data presented hereby, insofar as class is concerned, are the product of nonengineering visual inspection of the particular right of way without consideration of subsurface stability factors, roadway gradient factors or other localized factors not easily discernible by such visual inspection procedures, and shall not be binding on the City.
