Classes of City rights of way, including the entire widths of such rights of way, shall be as follows:
(a) Arterial Right of Way. A right of way which is primarily for fast moving or heavy traffic between large or intensely developed areas;
(b) Collector Right of Way. A right of way supplementary to and connecting arterial and local rights of way; and
(c) Local Right of Way. A right of way primarily for access to abutting property and serving local needs. (Res. 18-74. Passed 2-26-74.)
