The Administrator may and is hereby authorized and directed to enter into an agreement on behalf of the City with any other municipal corporation or other political subdivision of the State for the purpose of administering the income tax laws of the City as its agent and of providing a central collection facility for the collection of income tax on behalf of the City, but such agreement shall be subject to approval by the Law Director.
