No person shall exhibit, demonstrate, offer for sale or barter or sell or barter any piece of tangible personal property upon or from any public sidewalk in the City or on any portion of his private property adjoining such public sidewalk if such use of private property causes, tends to cause, encourages or increases congestion of traffic on such sidewalk or on an adjacent public way.
