All storage tanks and other equipment remaining at the well site after drilling operations are complete shall be fenced with a locked gate within thirty days. The Planning Commission shall determine if landscaping, i. e. trees, bushes, fences, etc., around equipment and tanks, is required to provide concealment for abutting properties and surrounding properties, and such landscaping plan shall be submitted to the Commission for approval. The landscaping shall be maintained in good condition. All dead and dying landscaping shall be removed and replaced.
