When a permit is issued pursuant to this chapter, the same shall terminate and become inoperative, without any action on the part of the City, unless, within six months from the date of issuance, actual drilling of the well has commenced. The cessation of the drilling operation for six months shall operate to terminate and cancel the permit, and the well shall be deemed abandoned. Thereafter, no person shall drill or operate any such well within the City without the issuance of another permit.
