660.22 DEPOSIT OF SNOW ON PUBLIC OR PRIVATE PREMISES.
   (a)   No person removing snow by hand or any motorized device from any driveway or sidewalk in the City shall deposit the same on the pavement or sidewalk in the right of way of any public street, or on any tree lawn or driveway, except on the premises from which the snow is removed.
   (b)   No owner, occupant or person in control of the motorized device on the premises from which snow is so removed shall knowingly cause or allow any person, by hire or otherwise, to deposit such snow in violation of this section.
   (c)   This section does not apply to snow placed on another’s premises if the person depositing the snow has first obtained the consent of the owner of the premises. Consent of the owner shall be an affirmative defense to the charge of such violation, and it shall not be incumbent upon the City in any prosecution of such violation to first prove that no such consent was obtained.
   (d)   Whoever violates any of the provisions of this section is guilty of a minor misdemeanor. Punishment shall be as provided in Section 698.02.
