(a) No person shall dump, throw, or cast any garbage, refuse matter or material into or along the banks of Rocky River or any creek within the City or use such land or waters for dumping grounds.

(b) Whoever violates this section is guilty of a misdemeanor of the fourth degree and shall be subject to the penalty provided in Section 698.02.
