(a) Buildings and Structures. When any blasting operation is taking place within 200 feet of any building or structure, it shall be the responsibility of the contractor to make a pre- blasting inspection to determine the condition of the structure, particularly those parts which might be affected by blasting, and prepare a complete report. of its condition. Copies of this report, including any necessary supporting data, must be filed with the Police Chief prior to the commencement of any blasting operation.
(b) Scope. Records shall be kept of every primary well-drill blast in an approved manner and for such other blasting as the Police Chief may require.
(c) Minimum Recorded Data. The minimum recorded data shall be as follows:
(1) A plan of the involved portion of the construction project showing the location and spacing of holes;
(2) A cross-section of each hole showing the overburden; the burden at the top of the face and toe; the height of the face; the depth of the hole; the kind and quantity of explosives, including the distribution of explosives load as deck charges, or otherwise as appropriate; and the length and kind of stemming material;
(3) A drilling record showing unusual joint or seam conditions in the rock;
(4) The kind of blasting caps and the distribution of instantaneous or short period delay blasting caps, or both; the delay interval used; and the order of firing;
(5) Comments by the blaster in charge regarding the character of breakage; the height of breakage; the length of throw; and the effectiveness of shot;
(6) Comments by the blaster regarding unusual results or effects;
(7) Weather conditions, including the direction and approximate velocity of wind; the atmospheric temperature; the relative humidity; and cloud conditions;
(8) The date and time of firing of the blast;
(9) The name of the person in responsible charge of loading and firing; and the blaster permit number;
(10) The name and location of the construction project; and
(11) The signature and title of the person making the report.
(d) Number of Copies. One copy of all records required shall be at the site for inspection and one copy shall be submitted to the City Engineer.
(e) Inventory. A continuous inventory of explosives purchased for any given construction project shall be kept continuously at the site. Such inventory shall include materials on hand, materials received (from purchase, returns to storage or otherwise), materials charged out, the name of the storekeeper and the dates.

(f) Penalty. Whoever violates or fails to comply with any of the provisions of this section is guilty of a misdemeanor of the third degree. Punishment shall be as provided in Section 698.02.
