All traffic control devices placed pursuant to the provisions of this Traffic Code shall conform to the Ohio Manual and Specifications for a Uniform System of Traffic Control Devices (Manual), as set forth in Ohio R.C. 4511.09. No traffic control device shall be placed that does not satisfy the warrants established in the Manual. However, Council may, by a majority vote, authorize and direct the placement of a traffic control device that does not satisfy the warrants established for it in the Manual provided Council, in its discretion, determines that such traffic control device is necessary to protect and promote the health, safety and welfare of the residents of the City and, further, that such determination is made based on relevant information obtained by, or provided to, Council which shall include, but not be limited to a traffic engineering study prepared by a qualified traffic engineer.
