The appointment of members of the Citizens Advisory Board shall be in accordance with Section 4.03 of the City Charter. The terms of members shall be of such length and so arranged that the terms of four members expire each year. The Board shall keep, or cause to be kept, complete and accurate minutes of all meetings and proceedings. All Board meetings shall be open to the public and six members of the Board shall constitute a quorum. The Chairman shall be a nonvoting member, except in the case of a tie vote. The Planning Commission member is a nonvoting member, as required by Section 10.06(a) of the Charter. In order to better carry out this chapter, the Board may adopt rules for conducting its business. However, such rules must be approved by Council before taking effect. The Board may employ a secretary within the limits of the funds appropriated by Council.
