If real property is declared by Council to have been used for a public purpose, that property shall be referred to the Planning Commission for report and recommendation, as set out in Section 10.06 (c) of the City's Charter, prior to sale. If the final determination of not less than five (5) members of Council is to sell the real property, the property shall be appraised by a qualified real estate appraiser, advertised for at least two consecutive weeks in a newspaper of general circulation in the City, and then sold at public auction, either oral or written by sealed bids, to the highest bidder for not less than two-thirds (2/3) of the appraised value. The City always reserves the right to reject any and all bids.
