The Finance Director shall be responsible for the enforcement of this chapter, except that the Director is not responsible for the enforcement of the duties of the Clerk of Council as set forth in this chapter. Failure to comply with any of the provisions of this chapter shall render the affected requisition null and void and its disposition shall be in accordance with Section 248.14.
