The Service Department shall consist of two divisions which shall be known as the Streets Department and the Building Department.
(a) The Streets Department shall consist of a Supervisor and such other employees as Council deems advisable. The Streets Department shall have the responsibility for construction, improvement and maintenance of all public works, buildings, grounds, cemeteries, parks, roads, streets and all other public places of the City and such other duties as the Service Director or Council deems desirable.
(b) The Building Department shall consist of a Building and Zoning Inspector and such other employees as Council deems advisable. The Building Department shall have full authority to enforce all laws, statutes and regulations as provided and authorized in the Ohio Revised Code and the Ohio Administrative Code, pursuant to the certification approved by the Ohio Board of Building Standards. The Building Department shall have the responsibility for the administration of the zoning and building ordinances and such other duties as the Service Director or Council deems desirable.
(c) The Service Director shall be the head of the Service Department. He shall supervise the Streets and Building Departments; shall have charge of and supervise the maintenance of all Municipal property and equipment; shall supervise the storage of all materials and supplies; shall supervise the collection and disposal of wastes; and shall perform other duties as Council may require.
