(a) There is hereby established within the Department of Finance the position of Assistant Finance Director, full-time, as part of the administration of the City. The Director of Finance shall hire persons for this position.
(b) The duties of this position are to assist the Finance Director in the performance of all duties set forth in Article VIII of the City Charter, this chapter and any other ordinance and/or resolution of the City. If the Finance Director is incapacitated, the Mayor may require the Assistant to act in substitution for the Finance Director for a temporary period of time. In addition, there may be other duties assigned by the Finance Director and/or the Mayor in support of the administration and/or Council, including, but not limited to, duties identified in Chapter 880 of the Business Regulation and Taxation Code.
(c) In the absence of the Clerk of Council, the Assistant Finance Director shall perform certain duties as designated by Council and administered by the Mayor.
(d) The Assistant Finance Director shall be paid at a rate determined from time to time by Council for the performance of his or her duties, based on a forty-hour work week.
