(a) The compensation of the Prosecutor shall be for all criminal representation required by the City.
(b) In addition to receiving a monthly retainer, all reasonable, ordinary and necessary expenses of the Prosecutor shall be reimbursed upon submission of a bill therefor. Reimbursement of extraordinary expenses shall be made only when the prior approval of Council has been obtained. In either case, the billing for such expenses shall include such documentation as Council may require.
