Any ordinance or resolution introduced for consideration by Council shall be in writing or typewriting and shall contain the following requirements:
(a) A reference number consisting of the numerical sequence in which the ordinance or resolution was introduced, followed by a hyphen and the last two digits of the year in which the ordinance or resolution was introduced;
(b) The name of the Councilman introducing the ordinance or resolution or the Mayor;
(c) A title sufficient to reveal the general intent and nature of the ordinance or resolution, which title shall be in capital letters centered above the ordinance or resolution;
(d) A preamble, which shall be optional, stating the general background and intent leading to the introduction of the ordinance or resolution;
(e) The proper ordaining clauses;
(f) Space for the required authenticating signatures;
(g) Space for the date of passage of the ordinance or resolution and the date of approval by the Mayor;
(h) A clause stating that the ordinance or resolution has been properly posted as required by the City Charter.
