222.01 DEFINITIONS.
   As used in this chapter:
   (a)   “Ordinance” means a formal written enactment of Council in the exercise of the governmental powers granted to it by the Constitution and statutes of the State and by the City Charter for the regulation of the conduct of the residents of the City or others subject to its control, and is intended to be of permanent duration.
   (b)   “Resolution” means a formal written enactment of Council of a less permanent nature, not prescribing any permanent rules of conduct and usually used to describe a preliminary declaration of legislative intent or to describe the disposition of a specific matter not required by statute or Charter provision to be accomplished by ordinance.
