Each member of Council shall be expected to attend meetings faithfully and promptly and to stay until adjournment, unless excused by reason of having given notice of the reason for the absence or leaving to the Presiding Officer. Upon motion by any member of Council, the Presiding Officer shall be required to state the excuse, and upon further motion Council may decide whether an excuse is valid and shall be accepted.
