(a) Any procedural or administrative matter may be presented for the consideration of Council by oral motion, unless an ordinance or resolution is required by law. Such motions, when seconded, shall be open for debate unless otherwise specified, which debate shall be governed by Robert’s Rules of Order. Vote on such motion shall be by voice vote, with passage requiring a majority as determined by the Presiding Officer. Any member may call for a division of the question, or the Presiding Officer may direct the same, and the division shall be accomplished if the motion comprehends questions so distinct that, one being taken away, the other could still stand. Any member may call for and obtain a roll call vote on any motion, provided such is requested before Council has moved on to other questions.
(b) When a question is on the floor, no motion shall be acceptable except:
(1) To adjourn;
(2) To suspend the rules;
(3) To withdraw a motion;
(4) To object to consideration;
(5) To lay on the table;
(6) To close debate;
(7) To postpone to a certain day;
(8) To refer to committee; or
(9) To amend.
(c) The priority of motions shall be in the order arranged in subsection (b) hereof. The motion to adjourn shall always be in order, unless voting has commenced on the question on the floor. Motions to adjourn, to table and to close debate shall be voted on without debate.
