220.04 CONDUCT OF MEETINGS.
   The Presiding Officer shall maintain order and decorum at all meetings and shall confine members to debate on the question before Council. He may, in common with any other member of Council, call any member to order who violates the rules and shall decide all questions of order, subject to appeal by any two members of Council. On such appeal, there shall be no debate but the members making the appeal may briefly state their position and the Presiding Officer may briefly state his position, after which a majority of the members present shall decide the appeal. No member of Council may speak on an issue without first seeking and obtaining recognition from the Presiding Officer. No member of the audience shall speak without first being invited to do so by the Presiding Officer, obtaining recognition, standing and giving his name and address. Any member of the audience who causes a disturbance at the meeting not in keeping with the decorum required by the rules, shall, after warning, be ejected by a duly authorized police officer, upon instructions from the Presiding Officer.
