220.03 ORDER OF BUSINESS.
   (a)   The business of regular meetings of Council shall be conducted in the following
order:
      (1)   Pledge of Allegiance to the flag of the United States of America;
      (2)   Roll call of the members;
      (3)   Reading and disposal of the journal of the prior meeting;
      (4)   Report by the Mayor;
      (5)   Communications from residents;
      (6)   Reading of ordinance to pay bills;
      (7)   Reports of chairmen of Council committees and administrative officials;
      (8)   Old business;
      (9)   Introduction of new ordinances and resolutions; and
      (10)   Miscellaneous new business.

   (b)   Any member of Council may introduce a resolution or ordinance out of the regular order unless an objection is raised by a majority of the members present. Unless called for by a majority of those present, any or all items in the order of regular meetings may be omitted by the Presiding Officer.
