220.01 MEETINGS.
   (a)   Regular Meetings. Regular meetings of Council shall be held at 7:00 p.m. at the City Hall designated by Council, on the second and fourth Tuesdays of each month, except that Council may elect by motion to recess during the entire months of July and August in any year. Should any regular meeting day be a legal holiday, the regular meeting shall be postponed until the next day which is not a legal holiday, at the same time and place. Meetings may be adjourned to some other convenient place if the demand for space for the audience present requires it. In such event, a notice of adjournment stating the new location shall be conspicuously posted at the official location and the meeting shall be delayed for an amount of time sufficient to allow interested persons to travel from one location to the other.
   (b)   Adjourned Meetings. Should a quorum not be present at any regularly scheduled meeting, the meeting shall be adjourned until the following day at the same time and place. Council may also, by motion, elect to adjourn any regular or special meeting from day to day. In any case where a meeting is adjourned until a later time, any Councilman not in attendance at the previously scheduled time shall be given at least twelve hours notice of the time and place at which the continuation of the meeting will be held, orally or in writing.
   (c)   Special Meetings. Special meetings may be called at any time by written notice signed by the Mayor or by at least three members of Council, and delivered personally or left at the residence of each Councilman who has not signed the notice, at least twelve hours in advance of the time of the special meeting. Written notice may be waived in writing by any Councilman who did not receive such notice in the above manner.
   (d)   Compelling Attendance. After adjournment of any special meeting or regularly scheduled meeting for one day for lack of a quorum, should a quorum then fail to be in attendance, the Mayor or any three members of Council may compel attendance by providing any Councilman with a notice in writing served upon him personally that his presence at Council is required at a time not less than forty-eight hours after receipt of the notice, which time shall be definitely specified.
