All elected officials serving at the effective date of this Charter, except those noted below, shall continue in office until January 1, 1974. The Village Clerk shall become the Clerk of Council and the Treasurer shall become the Finance Director and shall be eligible to remain in those positions until January 1, 1974. All Councilmen shall be considered as Councilmen-at-Large until January 1, 1974.
