SECTION 10.03. PARKS AND RECREATION BOARD.
   The Parks and Recreation Board shall consist of nine (9) members. Each member shall be appointed for a term of five (5) years, except that of the seven (7) members first appointed after the effective date of this Charter, two (2) shall be appointed for a term of one (1) year, two (2) for two (2) years, one (1) for three (3) years, one (1) for four (4) years, and one (1) for five (5) years.
   The Parks and Recreation Board shall:
   (1)   Plan a comprehensive recreation program for the citizens of the Municipality;
   (2)   Recommend to the Planning and Zoning Commission the purchase of additional land for recreational purposes;
   (3)   Recommend to Council the equipping and maintenance of public parks, playgrounds, playfields, gymnasiums, swimming pools, splash parks and recreation centers as funds for such purposes are appropriated by Council;
   (4)   Exercise such other powers and duties as Council may, by ordinance, provide for;
   (5)   Recommend to the Mayor, for the appointment or employment of any personnel it deems necessary.
   All gifts donated to the Municipality for park and/or recreation purposes shall be used for such purposes.
   At its first meeting each year, the Parks and Recreation Board shall choose one of its members to serve as chairman and one of its members to serve as secretary.
