SECTION 8.02. DIRECTOR OF FINANCE.
   A.   The Director of Finance shall be the Director of the Finance Department and shall be appointed by the Mayor and confirmed by Council. He shall assume all responsibilities of Treasurer and Auditor as described by the laws of the State of Ohio. He shall have the responsibility for all fiscal matters of the Municipality, and his jurisdiction in such matters shall extend over all departments, boards, commissions, and over all officials and employees of the Municipality. He shall assist the Mayor in the preparation of the annual budget for presentation to Council in the form of the annual appropriation ordinance. He shall assist the Mayor in the preparation of a detailed quarterly financial report to be presented to Council. He shall be custodian of all moneys of the Municipality and shall keep, deposit, and invest such moneys in the places and in such manner as may be authorized by ordinance. He shall have authority and responsibility to examine and audit quarterly the accounts of all departments, boards, and commissions of the Municipality. He shall serve as financial advisor to the Mayor and Council in connection with municipal affairs. He shall perform such other duties, consistent with his office, as Mayor or Council may direct.
   B.   Qualifications. The Director of Finance shall have sufficient knowledge and experience in accounting, taxation or business administration. The Director of Finance will provide evidence of either a license as a certified public accountant, with at least three (3) years experience in municipal government accounting, or bachelors degree with a major in finance or accounting or business related field, and shall have no less than six (6) years of accounting experience with at least three (3) such years working in municipal government accounting. Any person currently serving in this position, but who may not meet these qualifications, shall not thereby become ineligible to serve. (Amended 11-2-10)
