SECTION 7.05. PETITION PROCEDURE.
   Whoever seeks to propose an ordinance or resolution in this Municipality by initiative petition shall, before circulating such petition, file with the Clerk of Council a verified copy of such petition, which shall contain the full text of the proposed ordinance or resolution. Whoever seeks reconsideration of an ordinance or resolution by means of a referendum petition shall, before circulating such petition, file with the Clerk of Council a verified copy of such petition, which shall contain the full text of the ordinance or resolution sought to be referred. The Clerk shall furnish a dated receipt to the person filing such initiative or referendum petition.
   All petition papers circulated for the purpose of Initiative or Referendum shall be uniform in size and style according to the laws of the State of Ohio. The signature to an initiative or referendum petition need not all be appended to one paper, but to each separate petition thereto shall be attached a statement of the circulator thereof, as provided by general law. Each signatory of any such petition paper shall sign his name in ink or indelible pencil and shall indicate after his name his place of residence by street and number. There shall appear on each petition the names and addresses of five (5) electors, who, as a committee of petitioners, shall be regarded as responsible for the circulation and filing of the petition. The five (5) members of such committee of petitioners shall be signatories of the petition and shall have the right and obligation to name another signatory to the committee in event of a vacancy. All petition papers comprising an Initiative or Referendum shall be assembled and filed with the Clerk as one instrument.
